I love Councilman Tom Owen. I love seeing him bike around the neighborhood, I love his walking tours of Louisville, I love his quarterly newsletter the “Eight District Bugle.” It’s an article in the “Bugle” that has my attention today. In particular a short article about why it’s illegal to park in broken parking meters.
The article quotes Cathy Duncan, PARC’s administrator: “Unfortunately the ordinance must be in place to prevent vandalism of the meters by individuals wishing to obtain free parking.”
I highly disagree with the philosophy of basing policies on the theory the fact that some people *might* be vandals and jerks. Is the number of those jerks really that high? In any case I’m glad to at least know what the reason for this policy is even if I don’t agree with that reason. Now we know.
